Well, Ruby has Rake (http://rake.rubyforge.org/), and Python has SCons (http://www.scons.org/) or Waf (http://code.google.com/p/waf/), and as others here have mentioned there is redo (https://github.com/apenwarr/redo or http://apenwarr.ca/log/?m=201012#14).
